PS Animated Rain
1) Assuming you have Photoshop open and running, open the file Ctrl + O you wish to use for the rain effect. I will be using this cute dog image.
2) Create a new layer on the top of the first by clicking the New Layer icon
at the bottom of the layers palette.3) Fill the new layer using the paint bucket tool
with black #000000 so that your image now appears completely black.4) Next we need to add some noise to this layer so select Filter >> Noise >> Add Noise set the Amount to 35% the Distribution to Gaussian and check Monochromatic
5) Now we need to add a blur effect so select Filter >> Blur >> Motion Blur and set the Angle to 53 and the Distance to 10px
6) In the layers palette change the blend mode to Screen by selecting it from the drop down menu
7) Now create a new layer and repeat Steps 3-6 this time add 5% to the noise amount and 2 degrees to the blur angle continue to do this until you have 4 rain layers all with different noise amounts and blur angles. Be sure to change the blend mode to Screen for each layer. By now your image should look something like this
8) Now we need to transfer this image to ImageReady for animation. ImageReady is an animation program that should have come with your copy of Photoshop. Select Jump to ImageReady
on your tools menu. Once ImageReady opens you should see your image and an animation bar that looks like this
If you do not see the Animation window you may need to click Window >> Animation from the drop down menu.
9) Now we need to animate the image. In the Animation Window you should see your first frame. Set the 0 sec. button below the image to 0.1 by clicking it and selecting 0.1 seconds.
10) In the Layers palette turn off all layers but your main image layer and the first rain layer by clicking on the "eye" icon

11) Now in the Animation Window we need to duplicate the first frame. Find the duplicate frame button
and click it. You should now have a second frame next to the first one.12) Now in the Layers palette turn off all layers but your main image layer and the second rain layer just as you did in Step 10 with the first frame.
13) Repeat this process so that you have 4 frames one for each rain layer.
14) Now in the Animation Window click the Play button
to preview your finished image.15) You should now have animated rain on your image! Under File click Save Optimized As... to save your image. Note these can only be saved as GIF files. Your finished image should look something like this!
